The purpose of the Rental Registration Program is to protect the public health, safety and welfare of citizens. This is done through registration of rental properties, inspections, owner maintenance programs that corrects substandard conditions, maintains a standard for existing, newly constructed and/or converted rental dwellings, and ensures neighborhood stability in the city. The operation of rental properties is a business enterprise that includes certain responsibilities.
Rental dwelling owners and managers are responsible to take necessary reasonable actions to ensure that the citizens who occupy such rental dwelling units, as well as neighboring properties, may pursue the quiet enjoyment of the normal activities of life in surroundings that are safe, secure, and sanitary, free from noise, nuisances and annoyances, and free from unreasonable fears about safety of persons and property. Minimum Heating Requirements
The Minimum Housing Code addresses the heating requirements for rental property:
Heating facilities shall be turned on and maintained at a minimum temperature of 68 degrees Fahrenheit between October 1 and May 1.
Tenants who are having problems with the heat in their rental unit should take these steps:
- Contact the property owner, landlord, or maintenance company.
