Special Event Permits

A Special Event Permit is needed for large group events (parades, festivals, concerts, company picnics, races etc...)

  • Requests should be made at least three days prior to the event.
  • City services or equipment is charged at a daily rate.
  • Materials will not be rented out to an out of town event.
  • Tax-exempt organizations must attach a certificate of exemption to this form.

Park Shelter Reservations

  • Park shelters operate on a first come, first serve basis, unless you wish to reserve it to guarantee your spot.
  • Park picnic shelters may be reserved for $50 per day.
  • The Pebble Lake Picnic Shelter (PLPS) can be reserved for $175.00, which includes a $25.00 deposit.  
  • The Riverfront Pavilion can be reserved for $200.00, which includes a $100.00 deposit.
  • Any of facilities can be booked one year in advance.

Non-Profit Signage Requests

  • Non-profit organizations can request a reservation for signage for a special event in two city parks: Van Dyke Park (near the Otter Tail County Historical Society) and/or Triangle Park (near the former Regional Treatment Center on N Union Avenue/Fir Avenue)
  • The city allows two non-profits to use the space at any given time
  • Reservations are on a first-come, first-serve basis
  • Signs can be placed for up to two weeks at any given time
  • Signage can be in the form of a small yard sign, banner or black sign
  • There is no charge to reserve the park.   The non-profit group must pay for their own signage
  • Groups are responsible for putting their signs up and taking them down in a timely manner
